Core Team

Mark Napier

Mark is a leading advocate for innovation in the public and voluntary sectors, both as practitioner and as a thought leader.  As Managing Director, he leads CPI’s strategic development.

Mark has run innovation projects for a wide range of local, regional and national public and voluntary sector clients, spanning health, social care and criminal justice.  He has also chaired and spoken at several national and international conferences.

Mark is widely published and has contributed to a number of policy and strategy papers for the Cabinet Office, Treasury, Audit Commission and other government departments as well as participating in international discussions around issues regarding public innovation.

He believes strongly in the power of local communities and users of services to help drive improved outcomes and has applied grass roots innovation models with great success.

Richard Tamlyn

Richard is a pioneer of prison-based drug treatment and has almost 25 years experience in health and social care, with particular expertise in young people, criminal justice, housing, substance misuse and dual diagnosis.

A sought after trainer, facilitator, coach and consultant, he was Chief Executive of the Exeter Drugs Project before working for the prisons Drug Strategy Unit and the National Probation Service. He also headed up consultancy services at Drugscope.

Richard has spoken at and facilitated national and international conferences and was the only third sector representative at the UN General Assembly Special Session on Drugs.

He has supported a very wide range of organisations to secure better outcomes for clients and service users, from health authorities and primary care trusts to local and national government.

Mark Davison

Mark has wide-ranging experience of delivering public services more effectively, bringing an insider’s view to the public and voluntary sectors where he has held senior roles in children's services, housing and community safety.

An insightful facilitator, trainer and long term advocate of innovation in public services, Mark oversees CPI's management portfolio of leadership training.  He also specialises in outcome based commissioning training and support, developing a model that has been used by CDRPs and Children’s Partnerships to commission services worth more than £10 million.

Mark is also the co-Editor of The International Journal of Leadership in Public Services and a regular speaker at conferences.

Noreen Sheikh-Latif

Noreen is an expert in developing policies and services for young people and vulnerable adults, with particular experience in the fields of substance misuse, mental health, equality and diversity and community engagement.

Noreen has held senior roles in the public sector and academia, bringing together her rigorous academic training with a practitioner’s eye for what works on CPI projects for a variety of clients.

Her primary focus has been performance and change management in service delivery and commissioning, ensuring that resources are used efficiently, establishing need, and improving access to services and outcomes for service users.

Bernadette Bruton

Bernadette is an experienced project manager who co-ordinates CPI’s workstreams and ensures our projects are on track and delivering the required outcomes.

Highly efficient and well organised,  Bernadette manages CPI's internal systems and develops CPI's business and strategic alliances.

She has worked for the Home Office’s Drug Strategy Unit, where she led the work to link the Drug Interventions and Prolific and other Priority Offenders Programmes.  She also worked on the ViSOR programme, which developed the UK's first national intelligence system to manage violent and registered sex offenders.

Monica Fenwick

Monica is an experienced project coordinator and ensures the smooth running of CPI’s office systems.  She co-ordinates all CPI events and training programmes and leads on CPI's marketing and communications.  She has an extensive background in the voluntary sector.

Andrew Cook


Andrew is a Chartered Accountant with more than 30 years experience in international commerce, including spells in Singapore, Dubai and Australia.  He manages CPI’s accountancy systems.

Peter Mason

Peter is the founder of the Centre for Public Innovation and a leading proponent of public sector innovation and outcome management.   He has supported many organisations in the health, social care and criminal justice sectors at various levels of government and has over 20 years of experience in healthcare as both commissioner and provider in the UK.

As a Harkness Fellow, Peter studied international drug policy and prison healthcare at Columbia University, New York.  He also studied innovation and outcome management at the Rensselaerville Institute, New York.

Peter has an extensive proven track record in bringing about large-scale innovation and change to benefit the most vulnerable groups in society.  Peter is a respected speaker and writer on how to commission the best outcomes for vulnerable service users.  He regularly advises organisations and works on a range of projects to support the achievement of this aim.





Claire Cairns

Claire provides is an expert in the fields of substance misuse, crime reduction and other areas of social care.  A former police officer, she has worked in local government, for a CDRP and a Drug Action Team.  One of Claire’s key specialist areas is safeguarding children.















Steve Kenny

Steve is a highly experienced researcher and evaluator, with a background in youth and community work.  She has consulted on projects in areas that include substance misuse services, care pathways and dual diagnosis.

















Bernadine King


Bernadine has a breadth of experience as an evaluator and facilitator.  She has undertaken an audit and evaluation work on behalf of the National Treatment Agency, Revolving Doors Agency and the Department of Education where she worked for a national programme (High Focus Area Programme) to align Young People's Substance Misuse services and Children and Young People's Services.














Clive Harper

Clive has considerable experience as a researcher; he is a specialist in gaining the views of current service users, potential users of services and those that are traditionally hard to reach.  He was a service user prior to working for 10 years as a drugs worker in the community and in prisons with Exeter Drugs Project before moving into service development in 2006.

Clive gained a university certificate with distinction in Community Research and Drugs whilst leading a team of peer researchers for a Department of Health Community Engagement project examining barriers to treatment access for rural drug users.  Since then he has contributed to needs assessments and service reviews for local authorities in the fields of substance misuse, mental health and dual diagnosis.

He has conducted service user research that informed guidance on Every Child Matters and recently played a major role in evaluating a national Department of Health/National Treatment Agency project.






Jan King

Jan has over 20 years experience in the voluntary and public sectors.  She has successfully led services at chief executive and senior management levels, transforming organisations and services.  She has wide experience of developing new services and re-focusing existing services and organisations.

Jan is passionate about supporting change.  Her approach is to work alongside clients to ensure their needs are properly understood and for them to engage with the process of change.  She resists providing standard templates to organisations, instead helping them to identify bespoke solutions that meet the needs of the organisation and the climate it operates in.
