The issue

The Singapore Tote is the only official body permitted to allow gambling in Singapore.  The proceeds from the Tote are invested as grants to social projects in the country.

In April 2009, the Singapore Tote Board asked CPI to support them over an eighteen month period with securing improved and measurable outcomes for the funds invested.

CPI solution

1.  CPI began with a review of a selection of existing grant proposals, progress and monitoring methods. 

2.  We ran a training programme in Singapore to:

  • Teach board members and grants team about outcome management
  • Agree a common outcomes language to enable the grants team to compare the different social projects they are asked to fund
  • Communicate to service providers the expectations on them to identify and deliver outcome based solutions for the social problems they are trying to address.

3.  We are working with the grants team to run a pilot outcome funding grants round.

4.  We are developing bespoke grant materials to suit the Singapore environment.


Outcomes achieved

The Singapore Tote board, grants team and service providers have all responded very positively to introducing an outcomes investment logic.  The pilot outcome funding grants round attracted a lot of interest from a wide range of the public and non governmental organisations in Singapore. 

Grant proposals are starting to become much more outcomes focussed indicating that the service providers are thinking and planning in a more outcomes focussed way.

Later in 2010, we will be running a lessons learned forum in Singapore and will be supporting the Tote to roll out the outcomes framework across all grant investment.


Could this work elsewhere?

This project illustrates that outcome management can be applied in a varieties of international cultures.  Specifically in this case, we are demonstrating the validity of the approach in another nation's grants management scenario.
