The principle of measuring the impact of what clients achieve after engaging with services is becoming increasingly central to thinking across the statutory and third sectors. Client outcomes are being placed at the heart of a range of agendas, including Supporting People, Every Child Matters and World Class Commissioning.
Outcome based commissioning develops the basic principles of outcome thinking to create a radically different and improved approach to commissioning. Over the years contracting managers and their purchasing teams have shaped behaviours by defining inputs, setting output targets, and focusing on unit costs and lowest price.
While this controls spending, it has allowed providers (and commissioners) to ignore an obligation to establish a clear, measurable relationship between the outcomes to be achieved and the outputs and processes put in place to deliver them. It is the ultimate outcome that should drive success, not the process or activity, and this is the core principle of outcome based commissioning .
This course will take you through key outcome concepts and show you how to apply such thinking to your commissioning practice. It will demonstrate how to build service specifications that are outcome based, how to engage providers in the process and how to measure performance in relation to outcomes rather than process targets.
You will leave with a whole new approach to your commissioning activities, placing client results at their core! This will enable you to know with certainty what results you are purchasing.

This introductory course is aimed at anyone who is involved in or is interested in commissioning public sector contracts, whether as commissioners or providers. Those likely to benefit most from this course include:

- Existing commissioners of substance misuse, children’s and adults services provided by the public or third sectors
